Cuadernos del Audiovisual | CAA invites the submission of texts for the monograph “The consequences of being the first digital natives” whose deadline for receipt is October 31, 2024.

Cuadernos del Audiovisual | CAA is a digital research journal published by the Consejo Audiovisual de Andalucía whose objectives are the dissemination of scientific articles related to the functions determined in its Law of creation.1 with special interest in content related to the impact of communication in the following areas: regulation of the audiovisual media, political pluralism, protection of minors, youth and senior citizens, discriminatory content, media literacy, gender equality, regulations and legislation in force in audiovisual matters, advertising and cultural identity, among others.

Cuadernos del Audiovisual | CAA is a biannual academic journal published in digital format. It arises from the interest in transferring knowledge to society about their fields of work and to act as a bridge between academia, the professional field, the audiovisual industry and other institutions and audiovisual regulatory bodies.

With a clear vocation of national and international scope and developed from Andalusia, the publication is open to professionals, teachers and researchers from all countries. Cuadernos del Audiovisual |CAA aims to cover a broad spectrum of topics within the studies related to the social impact and scope of the audiovisual media of sound broadcasting, television and any other system of sound or image transmission regardless of the form of emission or technology used.

Cuadernos del Audiovisual | CAA publishes scientific articles, essays and reports with the aim of being a platform that promotes debate. It aims to collect outstanding research in the areas of operation of the Audiovisual Council of Andalusia from various perspectives, both theoretical and empirical or applied. Methodological rigor and research results are requirements for the review and publication of originals. The publication is open access and free for the reading public and does not entail any cost for submitting articles or for the editorial process.

Cuadernos del Audiovisual | CAA is inspired by the principles of freedom of expression, the right to honor and privacy, truthful information, dissemination and communication, equality and non-discrimination, and the compatibility of these principles with those of pluralism and objectivity in the audiovisual sector.

Focus

Cuadernos del Audiovisual | CAA opens its call for papers for issue 13 of its second stage in research journal format with the theme of “The consequences of being the first digital natives”.

According to Ley 1/2004 de creación of the CAA, one of its functions is to “safeguard the rights of minors and young people with regard to programming content and advertising broadcasts” (Article 4). In this context, one of the objectives of this issue of the Cuadernos del Audiovisual | CAA facilitate a better understanding of the reality of minors with respect to the consequences of being or having been digital natives in their lives.

The avoidance of the risks to which this population group is exposed is based on the best interests of the child, enshrined in article 3 of the United Nations Convention on the Rights of the Child. It is also included in articles 2 and 3 of the Ley Orgánica 1/1996, de 15 de enero, de Protección Jurídica del Menor y de la Ley 4/2021, de 27 de julio, de Infancia y Adolescencia de Andalucía, respectively. Article 2 provides that all minors have the right to have their best interests valued and considered as paramount in all actions and decisions concerning them, both in the public and private sphere. This is so in the application of this law and other rules that affect them, but also of the measures concerning minors adopted by institutions (public or private), the Courts or legislative bodies in which the best interests of minors must take precedence over any other legitimate interest that may concur.

The Ley Orgánica 8/2021, de 4 de junio, de protección integral a la infancia y la adolescencia frente a la violencia, dedicates its Chapter VIII to new technologies and expressly recognizes the risks derived from their inappropriate use. In this regard, reference should also be made to the Agreements of the Markets and Competition Commission of June 16, 2022 and September 15, 2022 in relation to the complaints against video exchange platforms for alleged failure to comply with the obligation to establish age verification mechanisms, in which reference is made to the early age of access to these platforms in the process of development of minors and to the characteristics of the Internet in relation to the risks to which minors are subjected. In this sense, it is clear that new technologies and the proliferation of devices for personal use have numerous consequences, since they have facilitated an almost immediate degree of accessibility to inappropriate content by minors.

This concern increases if we refer to those who have been and are being the first digital natives. The warnings and measures that the social, legal and media impact that are taking place regarding the consequences of overexposure to the screens are very relevant in the short but also in the medium and long term. Among them can be cited the legal recognition of the figure of influencers or vloggers in the Ley General de Comunicación Audiovisual de (2022) and other rules such as the European regulation on digital content or the latest directive on Artificial Intelligence. We can also mention the complaints of parents' associations to platforms in different parts of the world or the actions on the prohibition of the use of cell phones in schools promoted by various groups (teachers, families...).

The CAA's own reports have been warning of the ease with which minors can access, for example through Instagram and Only Fans, pornographic and violent pages. We can also mention the latest investigation of the CAA that evidences the clear illegality of deepnude applications that, through AI, are used to produce nude images of women without their consent and the inappropriate and even criminal use that adolescents and young people can make of them. These issues have led to the creation of the working group for the defense of minors against Internet pornography launched in the Parliament of Andalusia last year or, recently, to the creation of a committee of experts created by the Government of Spain to draw up a strategy regarding the risks for minors posed by the digital environment.

All this is an example of awareness that demonstrates the recognition of this impact. But the first digital natives, however, have already spent their childhood spending almost four hours a day in front of screens connected to the Internet (according to data from the latest Barómetro Audiovisual de Andalucía conducted by the CAA). In the same way they have developed during their adolescence and early youth exposing their intimacy and living their personal relationships and learning about sex, among other issues, through Whatsapp chats, social networks and the Internet in general. Hence the importance of analyzing their situation to assess the present and establish lines of action for the future.

Questions

Contributions are invited that are preferably related to the following aspects:

  • Research focused on the diagnoses and consequences in different areas of overexposure of minors to screens (medical, psychological, social, educational, etc.) Studies on the impact of access to screens on the development of children and adolescents.
  • Theoretical reflections on the notion of digital natives, context of discussion, review of scientific literature, state of the art, and research in progress.
  • Works that help to understand the uses, attitudes and behaviors of minors associated with the consumption of content on screens. Studies on the content they consume both in audiovisual media and through social networks.Investigaciones que se desprendan de informes, estadísticas y otros datos empíricos sobre el uso de pantallas por parte de niños/as y adolescentes.
  • Contributions from the educational field on strategies to protect minors from the use of screens and good practices.
  • Research on legal and regulatory instruments as well as on relevant provisions and jurisprudence related to this issue both in Spain and in international contexts. Measures, possible legislative improvements and recommendations.
  • Research focused on the value of media literacy to counteract the effects of exposure to screens. Research work related to possible actions by families and the educational community in this area.
  • Contributions with a diachronic perspective on the consumption of content by minors through audiovisual media and the Internet.
  • Works on the use of technologies and learning adapted to digital natives.

All articles submitted must be original and unpublished and must not be under review by other publications. They will be submitted to the double blind peer review process and the publication undertakes to inform the authors of the positive or negative result of the evaluation within a maximum period of two months of their submission. Contributions must be submitted in accordance with the journal's style guidelines.
